Located in Kabul, Afghanistan, CAPS is an independent, research centre that
strives to conduct action-oriented research which will influence
policy-makers. It works diligently towards building local capacity to
produce conflict and threat assessments that will influence the safety and
security of the people serving the governments, and international aid
organizations.
Mr. Prakhar Sharma Prakhar Sharma is currently the Head of Research at the Centre for Conflict and Peace Studies (CAPS) in Kabul, Afghanistan. His work spans between researching on the various governance and security issues related to conflict in Afghanistan, designing the research agenda and supervising the research projects at the Centre. Prakhar also assists the Director of CAPS in the day to day running and management of the Centre. Prakhar Sharma completed his Master in Public Policy (MPP) from the Lee Kuan Yew School of Public Policy (LKYSPP) at the National University of Singapore (NUS) in 2006. During the course of his studies in Singapore, he had spent three months (May-August 2006) as a visiting research fellow at the United Nations University (UNU) in Tokyo, Japan, where he researched on identifying ways to make the International Criminal Court (ICC) more effective in Darfur, Sudan. During his stint, Prakhar also co-authored a paper titled “A Global Partnership for Eradicating Poverty” with his colleagues Dr. Martina Timmermann and Helena Sterwe at the United Nations University (UNU). Before studying in Singapore, Prakhar was based in the Philippines where he had worked with a World Bank team from Washington D.C and Manila (Philippines) and the Department of Education (DepED) Philippines on developing a Spending Plan for Basic Education in the Philippines. Prior to that, he had worked with Sinclair Knight Merz (SKM) consulting on a project with the Asian Development Bank (ADB) on Public Education Reforms in the Philippines (July 2003-April 2005). Prakhar was primarily involved in the Decentralization initiatives of the Department: the financial management reforms; reengineering the organization structure of the schools divisions; developing nationwide school principals’ selection and promotion tests and profiling the competencies of exemplary government administrators. Prakhar was also involved in accomplishing a ten-year simulation study on the National Budget of the Department of Education (DepED) Philippines. Aside from working on the Education reforms in the Philippines, Prakhar also served as the Associate Editor of the Alumni publication at AIM, and accomplished projects on City Competitiveness (India) and Corporate Social Responsibility (South East Asia) with the AIM Policy Centre and the RVR Centre (AIM Centre for Corporate Responsibility). He was also involved in developing a case study on Bridging Leadership for the AIM-Mirant Centre on Bridging Societal Divides. Besides these engagements, Prakhar helped develop an Induction and Orientation program at Monsanto, Philippines and implemented a project on workplace diversity at Monsanto. Prakhar completed his Master of Business Administration (MBA) in 2003 from the Asian Institute of Management (AIM) Manila, Philippines. Prakhar’s topics of interest include Israel; Conflict in the Middle East; United Nations; Intelligence and Counter Terrorism, Legality versus Legitimacy in the world order; and State Building. His regions of interest include the Middle East, Central Asia and the Korean Peninsula. |
