Halimullah Kousary is the Head of Research and Legal Program Team Leader at the Centre for Conflict and Peace Studies (CAPS) based in Kabul, Afghanistan. His practice areas spans between researching on various governance and security issues related to conflict in Afghanistan and supervising the research projects at the Centre. He also spearheads CAPS’s youth project “Youth Peace Movement and Empowerment Centre” in Helmand province which is aimed at capacity building of youth through education and skills development.

Mr. Kousary completed his Master in Strategic Studies from S. Rajaratnam School of International Studies at Nanyang Technological University in Singapore in 2010 and subsequently served in the same school as Associate Research Fellow from July 2010 to June 2011. His research in Singapore focused on political and security issues in Afghanistan-Pakistan region and their implications on the stabilization initiatives and threats to the regional security in South Asia. Other research areas he worked on included development, governance and tribal dynamics in Afghanistan.

Before studying and working in Singapore, Mr. Kousary served in various capacities in the areas of research and education. He served as Senior Research Analyst at CAPS from 2007 to 2008 and prior to that had administered educational projects for Afghan refugees in Pakistan. He also served as an ESL instructor for six years in the Peshawar city of Pakistan. Mr. Kousary was born in Afghanistan but resided in Pakistan for over 20 years. Pashto is his native language and he is fluent in Dari as well as in English with a working knowledge of Urdu.
